Crisis Intervention Program
The Crisis Intervention Program (CIP) is designed to assist low-income persons in a heating or cooling-related crisis situation.
It is funded through a block grant from the state and federal government. Crisis Situation Definition
A crisis situation is defined as experiencing or in "danger of experiencing a life-threatening or health-related emergency situation and sufficient, timely, and appropriate assistance is not available from any other source."
The applicant must apply in the county where his household exists.
The CP&L Energy Assistance Program (Project Share) is a program to assist low-income residential customers with heating bills or with the purchase of fans and air conditioners.
When funds are available, applications are taken at the Wayne County Department of Social Services, in the County Office Building.

You must call for an appointment on the phone before you will be seen. Please call 919-580-4025 between the hours listed in the following section.
If you do not receive a call for an appointment by 10 a.m., we have reached our limit for appointments and you may call back beginning at 6 p.m.
If your cut-off notice is not within the next 5 workdays, please call back another night. We do not accept walk-in appointments.
Appointment on Monday – must call Sunday between the hours of 6 p.m. – Monday 7 a.m.

Appointment on Tuesday – must call Monday between the hours of 6 p.m. – Tuesday 7 a.m.
